Legislation


Product design and lighting design practice is influenced by lighting societies and learned bodies, lighting associations, lighting standards and legislation. Within Europe the main legislative driver is the European Commission which has produced a raft of directives to support free trade within the European market and address environmental concerns. The main directives that are relevant to lighting and are concerned with energy efficiency and sustainability are:
  • Energy Efficiency Labelling of Products - Lamp and ballast labelling to show efficiency class
  • Energy Performance of Buildings - Certification of buildings for carbon emissions and energy efficiency. This is implemented differently within member states, such as Approved Document Part L of the building regulations of England and Wales
  • Energy related Product (previously Energy use Product) - Ecodesign and energy efficiency during the life of an energy related product. (The move from EuP to ErP allows products that do not consume energy but do affect energy consumption, such as glazing, to be included in the legislation). The ErP directive is an umbrella directive and the actual details and criteria are defined in implementing measures specific to product types.
  • Waste of Electrical and Electronic Equipment - Defines the producer responsibilities for end of life take back and recycling of products
  • Restriction of Hazardous Substances - Defines specific substances and materials hazardous to health or the environment and restricts their use
  • Batteries Directive - Defines the producer responsibilities for end of life take back and recycling of batteries.
